  • Managing and developing access to the countryside for a local authority over a
        thirty-two year period.

  • Lecturing and writing on countryside access law and policy for: London University,
        Rights of Way Law Review and the Institute of Public Rights of Way Management.
  • Training rights of way staff and Members in other local authorities.

  • Managing a rights of way research project for the County Surveyors' Society on the process of reviewing definitive
        maps in England and an assessment of the adequacy of the legal record (one year secondment).

  • Managing a research project on the training needs of rights of way officers in England and Wales for the
        Countryside Commission (one year secondment).

  • Initiating the Isle of Wight Council's cycling development projects.

  • Working with the police and other agencies to develop a strategy to counter off-road vehicle abuse.

  • Opened up a previously obstructed rights of way network through negotiation and enforcement.

  • Implemented a total review of the Isle of Wight's definitive map, including historical research, order making,
        negotiating with objectors and managing public inquiries.

  • Recruited, trained and developed a skilled rights of way team.

  • Built a service budget matching the task in hand.

  • Devised and implemented a strategy leading to the Isle of Wight being the first and only authority to be awarded
        the government's National Target for Rights of Way.

  • Devised and managed systems to ensure the Isle of Wight's rights of way consistently achieve 90% pass rate in
        Best Value Performance Indicators.

  • Implemented a strategic approach to rights of way management including the publication of a statutory Rights of
        Way Improvement Plan eighteen months ahead of the government's target.

  • Successfully linked the Rights of Way Improvement Plan to the Local Transport Plan thus assuring adequate
        capital funding for rights of way development projects.

  • Integrated the rights of way network into sustainable transport projects.

  • Managed projects to create from scratch an 8 mile section of National Cycle Network Route 23 and a ½ mile
        section of Route 22.
